Drainage is structural, so it sits with the landlord rather than the tenant, and a rat problem coming from the drains is a repair issue rather than a housekeeping one.

What slows it down is that a drainage job is harder to approve than a treatment. A wasp nest is a fixed price and one decision; a drain problem starts with "we should probably look", which sounds open-ended to somebody approving it by email.

What helps is separating the two. The survey is a bounded piece of work with a fixed output — a recording, a fault list and a recommendation — and the blocker, if it is needed, is quoted from that. We are happy to report to an agent or landlord directly with the tenant arranging access.

It also protects everybody: if the survey finds the defect is on the public side of the boundary, that is the water company's repair and nobody is paying for it.
